Use the CIRCUIT BOARD in your inventory with the ROBOT SHELL to activate Joey's AI functions. Explore the JUNK on the floor by clicking over a few of them to reveal a ROBOT SHELL. You will notice an ELEVATOR and a TRANSPORTER. Head back in and exit to the room on the lower right downstairs. Once you're outside, keep a mental note on the big S SIGN on the right.
Since you don't have a key, use the METAL ROD (or Crowbar ~ for Half-Life fans) to pop it open. You may read the NOTICE on the emergency fire exit DOOR to the right. Look for a red/white cable RUNG and collect the METAL ROD. There's a guard chain-smoking downstairs.
After the intro cutscene, you'll arrive at the Union Re-Cycling Plant.
